The engine is 383 crate engine with a 234/244 cam. It has 13" vacuum at idle. I've tried all the easy things to lean out the idle. The only things I haven't done are to make and install wire restrictors in the idle feeds and drill the throttle plates. The cruise circuit is another story; way too lean.

It was preventing fuel from getting to the float bowls fast enough on top of the vacuum sticking. I figured it out when I noticed it ran fine apart and open to the air, but bogged down when put together. I rules out the air box and the only other thing on it was the vent hose that lets the fuel bowl breathe .

The two underneath the PV are your PVCR's, the power valve channel restrictors. They only pass fuel when the engine vacuum drops enough to open the power valve. With a power valve losed not likely you issue. The others are your idle feed restrictions. They supply fuel to the idle and transition circuits.
What you want is a smaller idle feed restrictor. Since you cannot drill it smaller, you will need to drill out the IFR, tap # 6-32 threads, and use a brass set screw drilled to the size you want. If the IFR is already adjustable this will be easier.

Now it idles at AFR 13.5 (all four idle screws adjusted with the help of the vaccum gauge and the sensors). Part throttle is close to AFR 14 and WOT is still a bit rich at 11.5. The quick fuel billet metering blocks come with a .031 idle feed restrictor size installed and they also come with .028 as well and you can get all different sizes and you don't have to drill and tap. 4jaw got it right and if anyone else reads this hopefully they can get much needed help.
